Bayelsa State Government Uncover Planned Disruption of Nembe/Brass Road Project

The Bayelsa State Government said it has some intelligence reports of planned disruption of the Nembe/Brass Road project by enemies of the people of the area.

This was made known by the Commissioner for Information Strategy and Orientation,Hon Ayibaina Duba,during the transparency briefing for the months of March and April 2022 in Yenagoa, the state capital.

He appealed to the people of Nembe and Brass to see the project as their own in order not to jeopardise government’s efforts in ensuring a smooth execution of the project.

He further hinted that the Ministry of Works and Infrastructure is already engaging communities at multiple levels to ensure the project is executed seamlessly.

Duba disclosed that the ground breaking will take place soon, adding that government had already mobilised the contractor for the project.

While responding to a question as to what government is doing concerning ecological funds,Duba explained that a lot has been done in communities like Odi,Sampou and Ayam-Ogbia.

Giving a breakdown of the income and expenditures of the government, the Technical Adviser on Treasury, Accounts and Revenue, Mr. Timipre Seipulo, and the Accountant General of the state, Miss Tokoni Ifidi, explained that 50 per cent of the ecological funds received from the federal allocation is transferred monthly to the Niger Delta Development Commission.

Seipulo said the state received N15.2b as the total gross inflow from the Federation Accounts Allocation Committee (FAAC) for the month of March 2022.

He explained that the gross inflow was made up of statutory allocation of N1.96b, derivation N5.1b, derivation on subsidy re-allocation N4.97b, excess crude allocation N1.1b, and Value Added Tax N498m among other items.

Seipulo also announced N1.68b as total FAAC deductions, which include, restructured commercial bank loan of N741m, a commercial agricultural credit scheme of N259m, and a refund on budget support of N154m leaving the state with a net receipt of N13.5b.

The governor’s aide noted that the state Internally Generated Revenue for February came up to N1.19b leaving the state with a total FAAC receipt of N14.7b.

On outflows, Seipulo said the state spent N8.48b comprising bank loan repayment N2.1b, civil servants’ salary of N4.17b, political appointees salary of N496m, transfer of 50 per cent ecological fund of 36.5m, salary grant to tertiary institutions of N854m among others leaving a balance of N6.24b.According to him, recurrent expenditure was 2.8b, while capital expenditure stood at N3.7b leaving a deficit balance of N78.38m and in addition to the balance brought forward from February of N978.3m.

For the month of April 2022, Seipulo said the state got N22.206b as total gross inflow which consisted of statutory allocation of N2.9b, derivation of N17.2b and Value Added Tax of N2b.

He explained that FAAC deductions amounted to N1.69b made up of refund on budget support of N154m, restructured commercial bank loan repayment of N741m, commercial agricultural credit scheme of N259m, and ecological fund distribution of N78m among other components bringing net FAAC receipts to N20.508b.

Seipulo said that Internally Generated Revenue for March was N1.2b leaving a balance of N21b.

According to him, the state spent N10.039b on outflows, which consisted of bank loan repayment of N3.6b, grant to tertiary institutions of N854m, gratuity of N200m, civil servants salary of N44.1b while that of political appointees was N500m leaving a balance of N11.6b.
